Setup
Separate the industrial and waterfront tiles from the rest these tiles will be placed last. Place the city hall tile and surround it with the downtown tiles in any configuration. Mix up the rest of the tiles (excluding the industrial and waterfront tiles) and place them randomly but so that they connect with the other tiles Make sure no blank tiles are adjacent to each other these will be player/lobbyist start points Place the industrial tiles on the map but so that they are all adjacent to each other Place the waterfront tiles anywhere on the edge of the map
Place the resource cards in six separate stacks by type Place one player token on the blank tiles farthest away from the center Place the lobbyist on the centermost tile
Additional setup Place the resource cards in six separate stacks by type. Then place the player tokens on the blank tiles farthest away from the center one player per tile, and place the lobbyist on the centermost tile.
You may take up to 4 actions each turn. You do not have to take all 4 actions Your teammates are allowed to give you advice on the best actions to take during your turn. Select any combination of the following actions:
- Move: You may move to any adjacent tile as 1 action per move.
- Share: If you are on the same tile as another player you may take any amount of cards from that player as long as you can give them a card.
- Gather Support: You may take an action to get a resource card matching the tile type.
- Propose Policy: If you are on the city hall tile you may place any amount of support cards below the policies, and as long as they match the current crises they will stay on that tile until the policy has passed.
Solving Problems
Each “district” has a suit, and the suit starts out with 3 required cards. But, this number can be increased by the wandering lobbyists landing on that district. After all resources to solve the problem for a district are obtained you need to take them to the city hall and spend them to prop, with the use of moves, in order to complete the district (the lobbyist can no longer affect this district).

Lobbyist has 3 actions Lobbyist must move at least once every turn Move Steal = you may steal one card from each player on the tile you are on. you may only steal from 1 tile per turn.
Backgrounds
- Policy Person: “Grew up watching the ‘Climate Kids’ tv show & wanted to make a change growing up. However, when they started studying law & environmental policy they became discouraged, as the fight they saw going on was a losing battle — where the choices were bad or worse. However now, surrounded by a group of passionate people who also wanted to make a change, they are inspired to keep at it. In this developing field of environmental law they have to stay ahead of corporate lawyers with new methods & practices. – All city hall actions are free for you.”
- City Hall: “The place where the legal battle for our future takes place. Legal battles are battles won by the party with the most power, and that power is gained through activating the people. If you win the battle you can create policies that can protect the public and our planet as well as create precedent for future victories. Any victory now will define the future.”
- Youth Activist: Age 17-18, a few years ago they didn’t have much experience with fighting climate change. It’s hard to get involved and since they thought the world was doomed they couldn’t muster the motivation for climate activism, but 3 years ago they happened to read some articles at school and meet some great people and realized that so long as they & enough people care, combating climate change is possible. Now with the help of their friend group they are spreading awareness in person and online with social media.
- Corporate Lobbyist: Lobbyists work to get politicians to make decisions, pass or reject policies, and accomplish goals. This is a corporate lobbyist who works for big oil and the rest of the industry to prevent the passing of environmental & public safety laws that would cost companies money. They already earned several victories for big oil, allowing them to run factories & railroads without proper safety checks, which has resulted in a chemical fire and tons of waste pollution.”
- Public Health Activist: “An older medical specialist who is dedicated has spent most of their time for the health and safety of others. As someone who’s life work is centered around treating and preventing heat death and injury, combating climate change is a major issue for them. Heat is the number one weather related killer in >Actovisto city #3<, especially for the poor and misfortuned. They are one of the leading figures in combating the climate crisis. Their knowledge and connections have been the deciding point in the climate movement in the city. < < Needs editing – For each (5 or 3) turns a problem has been on the board you can place one card listed on the policy, below the policy from the ‘community support deck’ as a proposed policy action regardless of whether it fills the support requirements.”
- Community Activist: “A parent of two with a loving spouse, they want the best for their children. And fighting climate change is the fight for their children’s future. Their children will be the ones to ‘inherit’ the world. A motivated climate activist, they organized climate groups and webinars to spread awareness. – All share actions you start are free”
